Is Binance Legal in Pakistan? PVARA Licence Tracker and Crypto Rules 2026

Updated 3 Oct 20264 min read

Short answer: Pakistan now has a licensing framework; an earlier NOC is not proof of unrestricted current permission to operate. Pakistan now has a dedicated regulator for virtual assets, a law that makes running an unlicensed crypto business a crime, and Binance has taken the first formal step towards a licence. Here’s how the rules changed, where each exchange stands, and what it means for ordinary users.

How the rules changed

When What happened
April 2018 The State Bank of Pakistan (BPRD Circular No. 03 of 2018) told banks and payment providers not to deal in virtual currencies. Crypto wasn’t made illegal for individuals, but banks avoided it.
July 2025 The government set up the Pakistan Virtual Assets Regulatory Authority (PVARA) under a Virtual Assets Ordinance.
12 December 2025 PVARA issued no-objection certificates (NOCs) to Binance and HTX. These aren’t operating licences. They allow registration with the Financial Monitoring Unit, setting up local companies and preparing full licence applications.
February–March 2026 Parliament passed the Virtual Assets Act 2026, making PVARA the permanent regulator. Running an unlicensed virtual-asset business is now a crime, with fines of up to Rs 50 million and up to 5 years in prison.
April 2026 The State Bank issued BPRD Circular Letter No. 10, letting regulated institutions open accounts for licensed crypto businesses and reversing the 2018 restriction.

Bybit Current permission not established by this article

What the 2026 Act does

  • Creates a licence requirement for virtual-asset service providers: exchanges, brokers, custodians and similar businesses serving Pakistan.
  • Makes PVARA the regulator, with powers to license, inspect and sanction.
  • Criminalises running an unlicensed business, which targets informal “dealers” who buy and sell USDT for cash or bank transfers outside regulated platforms.
  • Brings crypto businesses into anti-money-laundering rules, including registration with the Financial Monitoring Unit.

Personal holding and operating a virtual-asset service business are different questions. This distinction is not a blanket statement that every platform, payment channel or transaction is permitted.

So is Binance legal in Pakistan?

  • Binance received an earlier NOC, which is a step in the licensing process; it is not sufficient evidence of its current permission for every Pakistani service.
  • Check the provider and payment arrangement, rather than treating an accessible app or an earlier policy change as approval for the transaction. Banks still apply account and compliance checks.
  • Rules are still being written, especially on advertising, which platforms may serve Pakistani users, and how unlicensed platforms will be treated once licences are issued.

What this means for P2P trading

  • Bank and wallet freezes are still the biggest practical risk. An account that receives money linked to fraud can be frozen, regardless of the new law. See account frozen after selling USDT.
  • Avoid informal dealers. WhatsApp and Telegram “USDT dealers” are exactly the unlicensed businesses the Act targets, and dealing off-platform also removes escrow protection.
  • Keep records of every trade: order IDs, amounts, the other person’s verified name. As the system becomes formal, records help with tax and with bank questions.
  • Prefer exchanges engaging with PVARA, and watch PVARA announcements for licensed platforms.

Tax

Gains on crypto are part of your income for tax purposes, and holdings belong in your wealth statement if you file. See crypto tax in Pakistan.

Common questions

Can my bank close my account for buying crypto? Banks can review or restrict accounts for unusual activity or fraud complaints. The 2018 instruction to avoid crypto business has been replaced, but banks still apply their own risk checks.

Will Binance be blocked in Pakistan? This article cannot predict access restrictions. Check official notices and your provider’s current permitted services before relying on access to the app.

Is USDT legal tender? No. The rupee is the only legal tender. USDT is a virtual asset.

Bottom line

Do not infer current legal permission from popularity, app access or a historical NOC. Pakistan’s licensing rules and the provider’s current approval need to be read together. Follow PVARA’s updates, trade only inside the exchange’s escrow, avoid informal dealers and keep good records. This is general information as of October 2026, not legal advice.

The transitional deadline matters

PVARA’s current framework says providers operating on or before 5 March 2026 must submit an NOC application by 5 September 2026 or cease operations under Section 70. The deadline has passed at this article’s update date. An application, NOC, sandbox admission and full licence are distinct stages; check the legal entity, permitted activities and conditions rather than assuming one stage authorizes every service. For a particular personal or business transaction, seek advice based on its facts.
